Overview:
We seek to fill the Manager/Director of Compliance in support of our client’s group of regulated Transmission-Only Utilities. This position will develop, implement, shape, guide, and lead its reliability compliance program for both NERC and each transmission Utility’s associated RTO/ISO, with support from subject matter experts, other members of the compliance team, the Utility’s co-owners, and consultants as required. The Manager/Director of Compliance will work each Utility’s team documenting compliance policies and procedures and maintain associated evidence. The Manager/Director of Compliance will be responsible for ensuring compliance with all applicable NERC standards and RTO/ISO requirements including Transmission Planner, Transmission Owner, Transmission Operator, and Critical Infrastructure Protection standards for Our client’s Transmission-Only Utilities in ERCOT, PJM, MISO, CAISO and additional RTO/ISOs as the company continues to expand.
Role:
· Develop and establish a corporate-wide compliance program across Our client’s Transmission-Only Utility assets in numerous NERC Regions.
· Develop, control and manage all regulatory and transmission policies and procedures, including reports and work logs used for compliance evidence.
· Effectively manage and lead the company’s compliance team as well guide the company’s subject matter experts
· Establish and maintain relationships with Key Stakeholders with NERC and the Transmission-Only Utility’s Regional Entity and its RTO/ISO. Establish and maintain relationship with industry peers.
· Lead company compliance program within all NERC regions, and comply with all NERC, RTO/ISO, and FERC periodic reporting requirements.
· Maintain knowledge of applicable RTO/ISO business practice requirements, NERC Reliability Standards, and NERC Rules of Procedure related to registration, certification, and compliance.
· Manage regulatory compliance procedure updates and departmental reviews as requested.
· Manage, guide and oversee internal and external audits, mock audits, and self-certifications.
· Assist in the development of training materials in various aspects of the compliance program.
· Prepare filings, policies, procedures and other documentation in support of the compliance functions. Lead compliance meetings.
· Oversee administration and maintenance of compliance monitoring and tracking software by Compliance Analyst.
· Monitor costs associated with compliance and develop and manage compliance budget.
· Attend RTO and Regional NERC meetings, participate in committee meetings, and attend national and regional conferences.
· Manage any self-report and violation mitigation efforts in a swift and effective manner.
· Work closely with IT/OT and EMS departments to ensure CIP compliance.
· Work closely with Operations and Maintenance personnel to ensure compliance.
Qualifications:
· Bachelor and/or Masters of Science in Engineering, Computer Science, Business, or other relevant degree preferred.
· The Compliance Manager/Director should be familiar with all applicable NERC standards, including Transmission Planner, Transmission Owner, Transmission Operator, and Critical Infrastructure Protection standards.
· Previous experience and/or knowledge with NERC compliance in utility operations, ideally with MISO and PJM. Experience with CAISO and ERCOT would also be beneficial.
· Experience and/or knowledge with Regional Entities, ideally with RF and TRE. Experience within WECC would also be beneficial.

· Position requires strong competencies in Microsoft Office applications (Word, Excel, PowerPoint, SharePoint and Outlook). Previous experience with compliance, work management, budgeting and/or accounting software is a plus.
· Minimum of 5 years direct experience in a similar role.
· Ability to respond to issues outside of normal working hours and flexibility to travel as required.
